What We Do

The area of climate change is constantly evolving with rapid changes due to  policy and market developments. In today´s global economy, changes in- around the world are often felt right here at home. Policies in other countries - or the lack thereof - can affect the competitiveness of national industries. This in turn affects the political acceptability of domestic action.  

In the midst of this myriad of dynamic and interrelated issues, it is not always easy to stay up to date with developments and to understand their potential impacts. Understanding what is ahead and how to influence developments to minimise risks and maximise opportunities is of vital importance for governments, companies and NGOs alike. 

In developing and implementing successful climate change policies, bringing together different stakeholder perspectives is crucial. Companies need to understand the impacts of climate policies on their strategic and operational decision-making. At the same time, policy makers need to understand corporate practices in order to design effective policies. PCCC strives to bring these perspectives together to facilitate a more effective approach to tackling climate change.

Who we are

Dian Phylipsen established PCCC in 2010 to channel her long-term experience to support clients in understanding the challenges and opportunities of climate change.  In addition to her activities for PCCC, Dian Phylipsen is a board member and Director of Climate Change at SQ Consult. Dian Phylipsen has been working on international energy and climate change issues since 1993. Before establishing PCCC in 2010 she worked at Ecofys in the Netherlands, the UK and Italy, at the International Energy Studies Group of Lawrence Berkeley National Laboratory, University of California at Berkeley in the US and at Utrecht University. Dian studied chemistry, with a Bachelor's degree in Environmental Chemistry and a Master's degree in Energy & Environment. Her Master's thesis focused on the efficient use and recycling of plastics. Her PhD thesis is entitled ‘International comparisons & national commitments - analysing energy and technology differences in the climate debate’. Since then she has published over 200 reports, articles and briefing papers for clients.

Dian has been a delegation member on multiple occasions in the international negotiations on climate change (such as the EU Expert Group on Climate, IPCC SRES, ECCP). She is a UNFCCC CDM review expert, an IPCC expert reviewer and member of the Rosters of Experts of the World Bank Partnership for Market Readiness and the Climate and Development Knowledge Network (CDKN). She is a member of Climate Strategies and a member of the Dutch Expert Groups on Climate and Developing Countries and Climate and Markets. She is also a board member and Director Climate Change at SQ Consult.

This is a very good report. I personally like it as It equipped me with new impressive knowledge on Voluntary Agreements. And it provided the Vietnamese stakeholders with the concepts and experience they need for the ongoing process.
